How to submit IOS app?

I'm usually having the submission of my IOS applications denied on the Apple store for unknown reasons. I have no issues submitting my Andriod apps. Do you need a Mac computer to build and submit IOS apps? Anyone else going through the same trouble?

I've never run into that problem. I don't think having an Apple computer to submit it from will make an impact on acceptance. That sounds ridiculous to me. Did you try contacting support?
